Texas Instruments: Factory Investment, Utilization and Cash
Texas Instruments generated $7.153 billion of operating cash in FY2025 and spent $4.550 billion on capital investment. The direct cash remainder was $2.603 billion, or 14.7% of revenue. Its $2.938 billion non-GAAP free cash flow additionally includes $335 million of CHIPS Act incentive proceeds, so the two cash definitions must remain separate.

Full-year free cash flow (issuer definition)
One scale starts at zero. Exact period ends, definitions and sources accompany the table below.
| Fiscal year | Period ended | $ millions |
|---|---|---|
| FY2024 | 2024-12-31 | 1,498 |
| FY2025 | 2025-12-31 | 2,938 |
Issuer non-GAAP free cash flow: operating cash minus capex plus separately reported CHIPS Act proceeds. FY2024: 6,318 - 4,820 + 0 = 1,498. FY2025: 7,153 - 4,550 + 335 = 2,938. Direct cash after capex is 2,603 in FY2025. Source: FY2025 annual report and comparative statements.
Manufacturing capacity links product demand to cash
Analog chips handle electrical signals and power; embedded processors perform functions inside customers' equipment. TI must fund capacity before all the resulting output has been sold and collected. Factory loading can improve accounting cost absorption while unsold inventory still requires cash.
Complete annual operating and cash basis
The complete annual comparison uses the FY2025 annual filing, filed 2026-02-06. Periods ended 2024-12-31 and 2025-12-31; amounts are $ millions. Filing date, fiscal-year label and period end are separate dates.
| Measure | FY2024 | FY2025 |
|---|---|---|
| Revenue, reported | 15,641 | 17,682 |
| Operating income, reported | 5,465 | 6,023 |
| Operating cash flow, reported | 6,318 | 7,153 |
| Property purchases / capex, cash outflow | 4,820 | 4,550 |
| Operating cash less displayed capex, derived | 1,498 | 2,603 |
Capital expenditures absorbed 4,550 / 7,153 = 63.6% of FY2025 operating cash, down from 76.3%. The direct remainder is 7,153 - 4,550 = $2,603 million, or 14.7% of sales. Adding $335 million of separately identified CHIPS Act incentive proceeds produces issuer free cash flow of $2,938 million, or 16.6% of sales. The comparable FY2024 issuer figure is $1,498 million with no such additional proceeds.
Why depreciation cannot replace the capital plan
The annual filing explains that a significant portion of manufacturing cost is fixed and that lower factory loading can hurt profit margins. Cash paid for a facility does not become depreciation at the same speed, and increasing utilization does not cancel the original investment payment. The forecast therefore needs both a spending schedule and a separately justified production ramp.
Do not substitute the depreciation line for cash capital expenditures simply to create a higher near-term cash result. First distinguish assets being built or equipped from assets producing output, then identify the depreciation and operating-cost consequences of the assumed ramp. A terminal case must also fund the reinvestment needed to sustain its capacity and product assumptions, rather than freeze investment at an artificially low endpoint.
Inventory and incentives need their own cash treatment
A scenario that raises production ahead of customer demand can carry more inventory even if factory cost absorption improves. Test sales, production and collection timing separately. Record the inventory funding effect once in working capital; do not treat a higher accounting margin as evidence that the stored output has already generated customer cash.
The FY2024 cash reconciliation's footnote identifies a $588 million CHIPS Act investment-tax-credit benefit already included in operating cash through lower taxes payable. Adding that same benefit again as a separate inflow would double count it. Recognition of an incentive receivable, reduction of an asset's carrying amount and cash collection are different events that require a source-based bridge.
The FY2025 issuer definition now explicitly includes CHIPS Act proceeds. The chart follows that definition, while the annual operating/capex table also preserves the direct subtraction. Reported cash incentives are not an assumed permanent cash margin or a second copy of a benefit already within operating cash.
Test capacity economics before assuming a recovery
A useful analyst case holds near-term investment commitments fixed while delaying the utilization ramp. A second can raise production and test the extra inventory funding before collections improve. State which demand, commissioning and spending assumptions change in each case. The selected annual statements establish the historical starting point, not when new capacity will earn an acceptable return.
What customers pay for and what changes the economics
Texas Instruments sells analog components that manage signals and power and embedded processors used inside customer equipment. The FY2025 report identifies industrial, automotive, data-center and other applications. Embedded customers often write software for TI products and may reuse it across generations. End markets are a different view from product segments: a vehicle or factory system can contain both analog and embedded components, so their market figures are not additive revenue. (FY2025 source.)
Analysis: A long-lived design can preserve a customer relationship while its unit orders remain cyclical. Separate TI content per device from the customer's production volume and inventory position. A recovery in factory loading can improve cost absorption, but producing ahead of orders also ties up cash. The best demand signal is repeat customer consumption supported by end-market activity, not factory output alone.
Operating signals to carry into the forecast
Watch these signals on a consistent period and definition. Undisclosed measures remain questions to investigate, rather than supplied KPI data.
- Analog and embedded growth by end-market context: distinguish content gains from customer production recovery.
- Customer and distributor inventory commentary: identify replenishment versus genuine demand.
- Factory utilization with inventory: test whether cost absorption is accompanied by cash-generating sales.
- Gross capital payments and incentive receipts: retain the separate funding definitions above.
SWOT and the forecast consequence
SWOT classifications and forecast consequences are analytical judgments; evidence uses the dated sources cited below.
| Assessment | Evidence | Conditional forecast consequence |
|---|---|---|
| Strength | Analog and embedded products address multiple functions across many equipment types. (FY2025 source.) | Broad content opportunities can diversify designs, but avoid double counting product and end-market views. |
| Weakness | Customer equipment demand still affects orders for long-lived designs. (FY2025 source.) | Stress industrial and automotive production cycles even if the design relationship remains intact. |
| Opportunity | Customers' embedded software investment can support reuse across generations. (FY2025 source.) | A retention benefit may reduce replacement risk, but does not guarantee volume or pricing growth. |
| Threat | Factory spending and fixed costs precede uncertain utilization. (FY2025 source.) | A delayed demand recovery can pressure margin and cash simultaneously; keep inventory and capacity cases linked. |
Valuation implication: Compare demand-led utilization recovery with inventory-led factory loading and a slower equipment cycle. Persistent designs support a different case from perpetual sales growth. Do not assume incentives or a temporary investment trough remove the sustaining capital needed by the terminal business.
